Sankaku Channel/garter

A band of fabric used to hold up socks or stockings. Functionally obsolete due to the invention of elastic, but often worn for fashion reasons. Traditionally fastened under the knee, it is now popularly depicted around the thigh. Can also be attached either to the pantsu or a belt around the waist for thigh length stockings.
