The Dutch angle is a photography/film technique where the camera pov (Point of View) is placed so that it gives a skewed perspective.
Often used to emphasize the feeling of the character(s) in the picture, such as paranoia or awkwardness in a foreign environment.

The technique was commonly used in German/Deutsch (This is what the German language itself is called in the German language) movies in the 1930-1940's. As the pronunciation of Deutsch is similar to Dutch (The language of Germanys neighboring country "The Netherlands") it got bastarized to Dutch Angle.
