This animation is clearly from the 1990s. The setting must be the countryside of Japan in a rich, urban area. The clue was the clothes that they wore. It's unclear that the dominating woman is using a strap-on or is a futanari. It's also unclear that this is a act of consent due to the facial expression on the dominating woman's face, albeit hentai has never been good on showing if any of these acts were acts with consent.
I can give further hints that the dominated lady did not originally live with the woman who's dominating her (I don't know if dominatrix is the right term being that it relates to sadistic behavior) and is either a childhood friend or a woman who needed a job, most likely as a maid. I say that because there hasn't been a hentai yet, other than Moodnlight Lady where the MC originally lived with the person and I believe (if memory serves correctly) was a childhood friend to most of the characters in the anime.
