No, that wasn't it.

Somehow, some of the ships had gone missing.

Once a decommissioned ship goes there, it gets put into a deep sleep.

It seems like there's a place somewhere in the ocean where these ships are gathered together.

It's often the case that the reconstruction efforts get stalled for the decommissioned academy ships that they can't find a buyer for.
