It's there because that's the character's design. As an artist you're supposed to be able to tell as much as you can about your character using visuals. Whatever striped pantsu is supposed to convey is what he's trying to say.

A lot of people are entirely oblivious to the idea of character design which uses three things: color, shape, and expression. It's not over thinking it -- it's the character designers job to express any visuals to create a base personality.
I would up vote Tallcat again if I could. I'm extremely happy that there are others that understand.

Also I'm sure it helps for cosplay.
