Looks like this is mostly just temporary holding, though~! They still have their old clothes, so they're probably just now being broken in. They'd be transferred into other gear after they're psychologically crushed in the hazing.

If their captor knows what they're doing they'd give the compliant ones rest in sleepsacs and take advantage of the physical pain inherent to these restraints to force the more resistant ones to follow suit. As in, "Hey, every body else is getting rest, and you would too if you just stopped fighting it!" Conveniently enough, it would also remove their ability to fight physically, by stiffening their joints. The longer they sit in there, the less they'll be able to put up a fight when they're released and moved to their future holdings. (I sure as hell couldn't throw a punch after a night in handcuffs) You could tame your whole catch in 2-4 days by this method, tops.
