You’re comparing cats with dogs. Gifs are images, webms are videos. They can co-exist. We’ve been over overly-sized gifs before, and System is for keeping them on the site.

The former’s colors are more natural therefore I’d consider it of higher quality regardless of resolution. Whichever way, it as well counts as a legitimate variation for the same reason the other one does.
