Believe it or not I'm thinking of keeping it S. But I wanted to ask for other opinions anyway.
Based off of what another person here says, I could easily show this to a kid and explain that they're taking a bath with no moral issues.

This is a tricky one, but I would stick with questionable. The tone is "innocent and experimental" perhaps? A girl solo covering her own breasts would be questionable. A boy's hands covering a girls breasts would likely be explicit.
