A toned/lean and muscled "hard body" on a woman can be very nice, for me at least, if it's well drawn, but some artists like to get extreme and even draw them very unrealistically. That seems to be the case here, the muscles on the back and arms look poorly drawn, imo (and the cheap animating doesn't help). I imagine it can't be easy to draw them just right, though. Even the most muscular woman couldn't have muscles that look like that, maybe unless she's been using "something" or it's a fake on deviantart. The ass is nice, though.

I realize people aren't naturally buff, what I mean is that I think one can't get that buff just from exercizing.

My only guess is that it's actually oil (which would also explain her shiny skin), but from what I've learned in physics, it'd be floating to the surface in that case.
