Pool removal is restricted to higher level users for obvious reasons. We'll probably be shifting to strictly public pools in future as there seems to be a fair bit of overlap with personal favorites if users treat them as private.
For ordering them, pools and parents or a combination thereof can be used as appropriate.
Note: I was recently promoted to contributor, and am assuming permissions were recently reworked.
Global pool removal at a higher level makes sense, but I'd advocate for users being able to remove pools they create (at least for a short period of time after creation). This would be useful if one discovers that using a pool is not the best option, or perhaps just makes a typo in the "Name (original)" and wants to make a correction, etc. (I think I recall removing and recreating a pool of mine in the past just for the latter reason as an normal member, before the permissions change).
Concerning private/public pools, I don't see an option to create one as private. I also don't see one to set my old private pools to public. Would it be possible to have them changed, or to configure something so I can change them to public myself so they won't be deleted? When I used "private" it was because I didn't see the need for edits by others in the future, as a complete set (from Pixiv, etc) was already on the site.
The option has just been removed pending further action later. They won't be deleted, just all set to public when we finish converting to "pools are intrinsically public." After that we'll review them.

I was considering making a set of pools for some of the grimoire_no_shisho CG recently added, as normal parenting would lead a large amount of child posts (5+) in some cases, and since several scenes have a definite progression. After trying this however, it doesn't seem like a good solution, due the number of pools that would be required. I have two questions:
1. How do I remove a previously created pool? I haven't found an option for it on the menu, or in any of the pool submenus.
2. What, if anything, should be done concerning organizing large game cg sets? (It'd be neat to have a system to order posts in scenes and scenes in a CG, but I doubt it'd be feasible or used often.)
