The alias system will now reject any proposed pairing involving non-existent tags rather than creating the alias anyway or creating the tags itself on approval.
Also aliases shouldn't really be added to take care of a few posts only, or as a way of copying a few tags about. Manual edits are preferable if there is not going to be a regular issue.
