Nobody considers it a hentai, because it’s not. Its manga isn’t sold as hentai, it’s sold as ecchi. By the way, there are TONS of manga that are really explicit, and are still not considered hentai. Another anime that isn’t considered hentai even though it has sex is Futari Ecchi:
