Any opinions on this? An implication may also be possible if it is possible to have the character appearing without being the "sailor"?

That sounds good, but there are probably many posts tagged contrarily to that. Post #3359714 uses “sailor_moon” with no indication of the character (probably meant to be about the series), and uses “sailor_jupiter” without the character being “sailor”.
Edit: noticed there is a “sailor_moon_(character)” tag, so then why is “sailor_moon” defined as a Character tag? Should probably be Copyright…
I think in cases like this the canonical character tag layout is best maintained in a brief wiki entry.
If sailor_* (sailor identity/costume) implies character_real_name we can approve those for the lot.
Uhm…

moon_sailor [?] (0) sailor_moon
sailormoon [?] (0) sailor_moon
These need deletion and all should be aliased into “sailor_moon_(series)”; then we have a “sailor_moon_(character)” tag which could be either kept as is, or aliased into simply “sailor_moon” (after cleaning out the tag), kinda like the rance_(series) and rance tags.
I also agree we should go ahead with your suggested sailor_* usage and implications.
Removed those three.
Will approve the relevant aliases and implications on submission.
Made aliases.
Just thought of something about the implications– we’ve discussed before about the “*_(cosplay)” tagging, but we didn’t really reach a conclusion on whether it should imply the character tag. So, in the case it does, then “sailor_*_(cosplay)” would imply “sailor_*” which in turn would imply the sailor’s real name (in case we made implications for them, like “sailor_jupiter → kino_makoto”), even though the real character wouldn’t appear. (http://chan.sankakucomplex.com/?tags=sailor_jupiter_(cosplay))
So, I haven’t gone ahead and made the “sailor_* → real_name” implications yet. Do you understand what I mean? What should we do?
Edit: posts discussing the *_(cosplay) issue:

My opinion is probably that it would be best to treat *_(cosplay) tags as separate from their main character tag, so I’d be for deleting character tags from *_(cosplay) posts rather than implicating character tags into *_(cosplay) tags. So if we decide on this, I’ll go make the “sailor_* → real_name” implications and go remove the character tags from the post in the linked discussion above.
I agree about the _(cosplay) tags. Leave them unconnected to the character tag.
A specific character persona can implicate the character it belongs to, since the persona is still the character in question.
Unless of course the persona/transformation was adopted/used by another character, in which case the implication would be invalid.
So as a matter of policy this either means we have persona>character implications on a case-by-case basis (where the persona is specifically tied to one character), or we just leave it to taggers to place both tags. The case-by-case approach seems more realistic since otherwise half the sailor moons would lack their character tags.
Finally got around to doing the implications. Hopefully I didn’t mess up. Got the names from here http://chan.sankakucomplex.com/wiki/show?title=sailor_moon, which will have to be moved over to the new “sailor_moon_(series)” tag.
