I think it's one of those tags that could go either way. I would consider the context of the entire post. If it were subtle or accidental I'd feel comfortable calling it questionable. If it were blatant, obvious or on-purpose I'd say explicit.

If I could see areola from the thumbnail would say explicit but I don't feel strongly enough to change it. There is usually something else (nopan or erect nipples) that will push it into explicit.

I noticed however there are quite a few that were tagged as safe.

Unless they were accidentally mis-tagged, I think aerola_slip should at least be questionable.

I think there probably are many misrated posts. Every once in a while I check out a new artist with the rating:e tag, and a ton of safe posts come up (I usually re-rate them). The opposite could also be true I guess.

definitely, I often look up explicit posts (like vagina, nipples, or sex) with -rating:e in order to to get rid of an enormous amount of post labeled incorrectly. Oh, also order:popular since that's what most people try to look at first.

Voting time. This is rated S. It has nipples so I was thinking of making it at least Q but they are both chibi and loli. Main point for being closer to safe being that it is chibi. Thoughts?

I would imagine that aerola_slip would be questionable. I see it just as suggestive as a sexual pose or panty shot, but not so overt as to be explicitly sexual. I can see how it can go either way. My vote is Q.

Like has been discussed before, while technically more “correct”, having to pick and choose whether each nipples post counts as explicit or as questionable would be a mess; it would be hard to find agreements on the borderline cases.
